Breaking Barriers: Advancing Accessible English Language Education for Migrant Communities

We are proud to have contributed to the recently published English Language Education Policy Brief: English language education needs to be more accessible for migrants (March 2026), by the University of Reading which highlights the urgent need to make ESOL provision more accessible for migrant communities.

At Reading Community Learning Centre, we see every day how barriers such as limited childcare, inflexible class times, transport costs, and fragmented information systems prevent many learners—particularly parents and carers—from accessing vital English language education. This research reinforces what our community has long experienced: without accessible ESOL, opportunities for employment, wellbeing, and social integration are significantly reduced.

The policy brief sets out clear and practical recommendations, including:
• Creating centralised, easy-to-navigate information hubs for ESOL provision
• Offering flexible timetables that reflect learners’ caring responsibilities
• Providing free childcare and after-school support
• Reducing transport barriers and increasing community-based learning opportunities

These are not just recommendations—they are essential steps toward building a fairer, more inclusive system.

For our charity, the implications are clear. We must continue to:
• Advocate for more coordinated and inclusive ESOL provision
• Expand flexible, community-based learning opportunities
• Strengthen support services such as childcare and learner guidance
• Work collaboratively with partners to ensure no learner is left behind

This research validates the critical role that community organisations like ours play in delivering accessible, responsive ESOL support. But it also highlights that we cannot do this alone. Sustainable change requires long-term investment, stronger coordination, and policy commitment at every level.

We remain committed to supporting our learners and will continue to champion these recommendations to ensure that everyone has the opportunity to learn, participate, and thrive.
